Study of the Relationship between Land Tenure and Food Security
Land tenure issues are a high priority in Cape Verde today as different sectors, in particular agriculture and tourism, are competing for land. Land tenure legislation and institutions are currently being revised to better address these land related conflicts.
In this context, a study on the “The Importance of Land Tenure Issues for Food Security” was requested by the Minister of Agriculture.
The study looked at:
-
the relationship between land tenure and food security; and - the importance of designing land tenure policies that contribute to reducing food insecurity and poverty.
It also gave recommendations to make sure that the current revision of land tenure legislation and institutions effectively contributes to food security.
The study was discussed at four related regional workshops and a national workshop in Praia in February 2007.

Analysis of Food Consumption in Cape Verde
Support in analysing food consumption data from the
2001/02 Ínquérito as Despesas e Receitas Familiares (IDRF) was provided to the
Instituto Nacional de Estatistica (INE) and other food security institutions. Ten national experts were trained in using the FAO Food Security Statistics Module (FSSM) in December 2006.
The resulting “Assessment of Food Insecurity in Cape Verde: analysis of food consumption data based on 2001/2002 LSMS” was presented during a national seminar in September 2007.

Training in Making Food Security Information Products (FSIPs) More Relevant for Decision-Making
Twenty-six participants from key national institutions based in Praia and provincial towns reviewed the main food security information products used in Cape Verde during a five day workshop in April 2007. They identified how to improve the FSIP’s content and production processes to make them better respond to decision-maker’s needs.
Key decision-makers also attended the workshop where they presented their recommendations for making the information products more useful. At the end of the course, participants presented a plan of action to the Minister of Agriculture.

Nutrition Analysis with a Special Focus on the Relationship between Nutritional Status and the Current Food Situation
Technicians from INE and the Ministries of Agriculture and Health are preparing a nutrition analysis of the 2001/02 IDRF with support from FAO nutritionists. The analysis focuses, in particular, on the relationship between anthropometry and food intake. Preliminary results show that the trend towards more overweight (nutrition transition), which started to emerge in the IDRF 2001/2, is increasing.
The final report, which will include policy recommendations, will be presented to stakeholders during a national workshop in June 2008. Results from the analysis will be compared to those from other nutrition surveys and used in preparing a National Nutrition Plan of Action.
